Details

The Lower Yellow River Watershed encompasses a large portion of central Burnett County and is blessed with a large number of lakes. THe watershed is approximately 133,725 acres in size and contains 99 miles of streams and rivers, 13,740 acres of lakes and 23,442 acres of wetlands. The watershed is dominated by forest (55%) and wetland (17%), and is ranked low for nonpoint source issues affecting groundwater.

Ecological Landscapes

The Lower Yellow (Burnett Co.) River Watershed is located primarily in the Northwest Sands Ecological Landscape which is a large glacial outwash system consisting of two major landforms: flat plains or terraces along glacial meltwater channels, and pitted or "collapsed" outwash plains containing kettle lakes. Soils are deep sands, low in organic material and nutrients. Historic vegetation at the time of the General Land Office survey was dominantly jack pine and scrub oak forest and barrens. White and red pine forests were also a sizable component of the Ecological Landscape. Numerous barrens occurred in the southwest half of the Ecological Landscape, and a few large barrens within the northeast half. Most of the trees in the barrens were jack pine, but oak savannas also occurred in the south central part of the Ecological Landscape. Current vegetation is a mix of forest, agriculture, and grassland with some wetlands in the river valleys. Pine, aspen-birch and oak equally (27% each) dominate the forested area of the Ecological Landscape. The maple-basswood, spruce-fir, and lowland hardwood forest type groups occupy small percentages of the Ecological Landscape. Within the open lands, there is a relatively large proportion of grassland and shrub land, a small but locally significant amount of emergent/wet meadow and open water, and very little row-crop agriculture.

Devils Lake Property Owner'S Association Inc: Devils Lake Ais Grant, Education, Prevention, And Planning: The Devils Lake Property Owners Association is sponsoring an AIS prevention and education project including a Clean Boat/Clean Water inspection program at the public boat landing; education workshop, lake residents education about inspection and AIS prevention; information brochure, mailings, posting of educational signs at the landings, and point intercept survey of aquatic plants around Devils Lake. Lake Association members will be trained and will provide additional training, schedule, and oversee paid and volunteer boat inspectors.

CB/CW survey results completed entry of inspection forms 3200-120 and monitoring forms into the Dept. website; 5) Report on aquatic plant sampling survey including observations of any detected aquatic invasive species with appropriate maps; 6) AIS materials generated or paid for by this grant including signage postings.

Green Lake Association is sponsoring an AIS prevention and education project including a Clean Boat/Clean Water inspection program, construction of information kiosk at the landing, education workshop for AIS prevention and shoreline protection, soil nutrient testing, water clarity testing, and monitoring for invasive aquatic plants.

This is a two-year pilot project in Wisconsin and the only of its kind being funded with AIS grant dollars.

The project includes: monitoring equipment installed at seven landings that will capture the frequency of usage and identify high-use time periods; a process for capturing and reporting violations of the Illegal to Launch law; development of angler education materials that will be distributed to local bait shops; implementation of garbage receptacles at landings; and a Clean Boats Clean Waters workshop.

North Sand Lake Association: I-Lids Landing Camera Monitoring For Ais Transportation: North Sand Lake Association is sponsoring a project to install an I-lids automated video surveillance system at the public boat landing. The final deliverable is a project summary report, including use observations and alleged violations and enforcement outcomes.

Special conditions: A land use agreement or some other documentation with the boat landing owner that describes approved use of video surveillance must be in place prior to installation. Local law enforcement, including Burnett County Sherriff\2019s Department, town constable, and local DNR warden(s) must be contacted prior to installation to coordinate the law enforcement response/expectation should an alleged violation occur. Surface water grant funding for video surveillance requires an established watercraft inspection program prior to installation and that the watercraft inspection program continue through the duration of the funding period.

Burnett County Land Conservation Department: Lmi-Shoreland & Shallows Citizen Based Social Marketing Pilot: Burnett County Land & Water Conservation Department in partnership with UW-Extension, and Long and Des Moines Lakes property owners will design and implement a Community Based Social Marketing (CBSM) project. The purposes of the project are 1) to develop a CBSM strategy that will improve lake protection, particularly near-shore habitat and 2) to increase participation in the Shoreline Incentives Program. Multiple partners will collaborate on the following activities: literature review; focus group and survey design/implementation; pre- and post- structure mapping and shoreline assessments; marketing tool design/implementation; and project reporting. WiLMS modeling and paleoecological information will be analyzed for past, present, and future lake conditions. Because this is one of two CBSM pilots in the state, project leaders will continually share updates and results with local and statewide audiences.

Project deliverables include: a final CBSM case study report summarizing project methodology, implementation, and results; educational materials developed; media coverage; and monitoring/modeling results.

This scope is intended to summarize the detailed project scope provided in the application and does not supersede those application tasks/deliverables. Data, records, reports, and education materials, including GIS-based maps and digital images, must be submitted to the Department in a format specified by the regional Lake Coordinator. Grantee or consultant will provide DNR Lake Coordinator with a draft for comment on report adequacy prior to making final payment to the consultant. DNR shall receive both paper and electronic copies of the deliverables.

Town Of Jackson: Comprehensive Study Of Loon Lake, Burnett Co., - Phase 1: The Town of Jackson, in cooperation with the Loon Lake Property Owners Association, will conduct a two-phase Comprehensive Survey Project for Loon Lake in Burnett County. This current application is for the phase 1 study involving a lake water quality assessment, a watershed assessment, and a lake water level assessment. [The Phase 2 study, planned for 2006, will focus on an aquatic plant survey, continued water chemistry assessment, a literature review, data analysis, and report writing.]

Activities involved in this current Phase 1 survey project include; 1.) a water quality assessment including water chemistry analysis, dissolved oxygen and temperature data, and the development of lake TSI's, 2.) a watershed assessment including boundary delineation, land use and cover type assessment, and identification of potential nutrient loading sources, and 3.) a lake level assessment including a review of historical level information, identify groundwater flow patterns utilizing piezometers, mapping ground water flow patterns, and investigate potential causes for lake level fluctuations.

The specific deliverable for this project will consist of a final grant project report, including a listing of all grant activities and results.

Lower Yellow (Burnett Co.) River WatershedWatershed History Note

In 1880, the first known settler, John (Kjelmo) Chelmo Sr, moved to this area in the Lower Yellow River watershed in Burnett County. As the population increased there was a need for a central settlement for business. The logical site was the highest ground between the Clam and Yellow Rivers. Much of the area was covered with tamarack swamp and cranberry marsh. This land was owned by the three brothers, Peter, John Jr., and Leonard Chelmo. In 1895, pioneers J.D. Rice and M.H. Carroll petitioned for a post office in M. H. Carroll's store. Congressman John Jenkins sent the petition back as they forgot to send in a name, so they wrote back, "The father of the American Dictionary is good enough for us.", and thus the Village of Webster was born.
